BJP not to field candidate in Dambuk bypoll

ITANAGAR, Oct 12: Arunachal Pradesh BJP State Level Election Committee unanimously decided not to field party candidate in the ensuing 42-Dambuk Assembly Constituency bye election. This decision was taken by BJP state level election committee after hours long threadbare discussions and analysis on the overall political situation of the state in its meeting held at the party HQ here this evening. The meeting presided over by party president Tai Tagak was also attended by the National General Secretary Tapir Gao. The party furtehr decided to strengthen organization for the forth coming parliamentary elections and gear up the party.

There were three applicants for the party ticket from within and outside the party for Dambuk bye-election, the BJP said.

APSCW, APWWS condemn inappropriate behavior on girl students

ITANAGAR, Oct 12: Arunachal Pradesh State Commission for Women (APSCW) and Arunachal Pradesh Women Welfare Society (APWWS) have vehemently condemned the alleged inappropriate behavior on girl students at Rajiv Gandhi University (RGU) on October 9.

This incident has once again proved the fact that Indian women and children are not secure in public places and even at temple of learning, APSCW chairperson Gumri Ringu said in a press statement.

Meanwhile, the APSCW chairman quoting sources from the university informed that RGU has got its own sexual harassment redressal cell where the victim(s) of such incident can lodge complaint for onward proceeding of the case.

Expressing serious concern over molestation of girl students of Rajiv Gandhi University by their Professor recently, Galo Students' Union (GSU) has urged the authority concerned to take stern action against the culprit for his shameful act as well defaming the image of the highest learning institute of the state by committing such crime.

ATSU appeals Govt. to mitigate problems of Daporijo Degree College

ITANAGAR, Oct 12: A team of All Tagin Students’ Union (ATSU) headed by its president visited Daporijo Degree College, Upper Subansiri recently and discussed with the Principal about various problems faced by the students and staff of the college.

According to an ATSU release, the team’s discussion with the principal touched numerous problems like shortage of teacher, insufficient infrastructure, lack of transportation facility for students and staff, offering of limited number of departments (course) etc.

As told by the principal, ATSU said, the college offers courses in English (Comp & Elective), Political Science, History and Economics only.

The team also raised the issue of permanent site of the college at Jeram village.

ATSU appreciated the principal and his staff for running the college smoothly without required facilities.

Meanwhile, ATSU appealed to the state government to look into the various problems of the college and solve them at the earliest in the larger interest of the students. It also appealed to all to support the college for its growth.

Tuki apprised of metro rail functioning

NEW DELHI, Oct 12: Chief Minister Nabam Tuki today visited the Delhi Metro to get a first-hand account of the functioning of the metro rail. At the Udyog Bhavan Metro Station, Tuki was apprised by the officials of Delhi Metro about the different facilities and functioning at the metro rail.

The Chief Minister lauded the officials for making Delhi Metro one of the most efficient urban transportation systems of not only the country but in Asia.

The visit of the Chief Minister comes in the wake of his various discussions with different agencies of the Government of India to develop a state of the art transportation and connectivity system in the state to counter the challenges of travel within the state.

Later, he travelled from Udyog Bhavan Metro station to Race Course Metro station to get a feel of travelling by metro.

Youth leadership development prog. begins today

ITANAGAR, Oct 12: The organizer has informed that it has almost completed preparation to host the mega state level youth leadership development programme with theme ‘Vijay Hi Vijay’ at VKV Nirjuli campus as part of Swami Vivekananda’s 150th birth anniversary.

Around 500 students/youths from various polytechnics, degree colleges, postgraduate institutions from all over the state have registered to participate in the four days program beginning tomorrow.

The programme aims to create awareness about national integration among youths, develop their personality, leadership quality, positive attitude and build confidence, informed the 150th Birth Anniversary of Swami Vivekananda Celebration Committee of Arunachal Prant, in a release.

BJP Kishan Morcha demands Govt. to scrap Siang Upper Stage-II Hydel Project

ITANAGAR, Oct 12: BJP Kishan Morcha Unit urged the state government to cancel the Memorandum of Agreement (MoA) signed with NEEPCO Ltd. for execution of 3,750MW Siang Upper Stage-II Hydroelectric Project.

Describing the environmental, social and ecological consequences of mega dams, the BJP Morcha said that the dam, if constructed, will totally submerge the entire fertile land of Siang valley, the only place which produces good agriculture and horticulture.

“We, being the responsible members of the society cannot tolerate such injustice to the farmers,” the morcha said, adding that the state’s power requirement can be met through the various on going projects.

Border dispute leading to unsavoury incidents with

China: Salman Khurshid

On Board PM's Special Aircraft, Oct 12: Amid criticism over China issuing stapled visas to two archers from Arunachal Pradesh, External Affairs Minister Salman Khurshid today said "differing perceptions" on the border issue lead to such "unsavoury" incidents, but they should not affect cooperation in other areas.

"We have developed with China a very specific understanding which is a two-track process. There are some unresolved issues with China," Khurshid told reporters while returning with Prime Minister Manmohan Singh from Indonesia.

"Essentially, the unresolved issue with China is the differing perception as far as the boundary is concerned," he said.

The Minister was asked about the recent incident of two archers from Arunachal who were not allowed to board a flight to Guangzhou due to stapled Chinese visas and whether these incidents would affect bilateral talks, especially ahead of Singh's visit to China later this month.

Top officials of Archery Association of India expressed shock and anger over the incident and sought immediate intervention of the government.

Mihu Maselo and Yumi Sorang -- both 14 years old -- were disallowed by China Southern Airlines authorities from boarding a Guangzhou-bound flight at the IGI Airport, saying they will not be allowed to enter China as they don't have affixed visa on their passport.

"On the Line of Actual Control (LAC) as well as the boundary, we have differing perceptions. These differing perceptions lead to some unsavoury and unacceptable events and incidents as far as we are concerned," Khurshid said.

"At the same time, over the years we have come to an understanding that within the areas that we don't have differences, India and China can continue to collaborate, cooperate and move forward.

"As far as the difference of perception on the boundary is concerned, we continue to handle them through the mechanism that we have put in place," he said.

"Some of these mechanisms deal with maintenance of peace and tranquillity at the boundary and the LAC and some of those mechanisms look at the long-term perspective of how we can move towards a final resolution of the border issue," Khurshid said.

"So, while this remains in process and in the pipeline, there are periodic incidents that take place for which we have our own standard procedures in place and we respond with those standard procedures," he said.

Khurshid, however, said he was not well informed about what exactly been done in this particular case.

"But we certainly regret that two young archers could not go to China because of this issue. This has happened before vis-a-vis visas given to residents of Arunachal Pradesh and we have resolved those matters, sometimes through diplomatic means and sometimes through just passage of time," he said. Partial respite to East Siang people as APDCL releases 3 MW power

PASIGHAT, Oct 12: Assam Power Distribution Company Ltd (APDCL), North Lakhimpur has given partial respite to the people here by releasing 3 MW power on October 9 evening.

According to official sources, the APDCL has released the power allocation from central sector to Arunachal through the 33/11 kv Jonai Sub-station to mitigate the power shortage in East Siang district.

In an official release, Rokom Bado, Superintending Engineer (E), DoPAP informed that considering capacity constraints of 132/33 kv Sub-station at Dhemaji, the Assam Electricity Grid Corporation Ltd. (AEGCL) sanctioned 3 MW of power to be wheeled to Arunachal Pradesh at 33 kv through Jonai Sub-station.

In this regard, an agreement was made between the government of Arunachal Pradesh represented by the Superintending Engineer (E), Arunachal Pradesh Electrical Circle No.II, Department of Power, Pasighat, Arunachal Pradesh and Assam Power Distribution Company Ltd. represented by the North Lakhimpur based Chief Executive Officer.

Meanwhile, local MLA and Education Minister Bosiram Siram hoped that after releasing of Arunachal’s share of power from central sector, the people of Pasighat will get uninterrupted power supply now onwards. This has come as a big respite to the citizens, who spent a harrowing past due to severe power crisis.

Deputy Commissioner Nidhi Srivastava while informing about the district administration’s efforts for restoration of power in Pasighat, hoped the department will work toward ensuring smooth operation of all electricity networks in coming days. DIPRO

Proper scientific temperament is the hallmark of a progressive society: CM

NEW DELHI, Oct 12: Chief Minister Nabam Tuki has stressed the need for developing a proper scientific temperament among school level students of the state to enable them to face the challenges of future.

Interacting with a delegation of school students from Arunachal Pradesh who were in New Delhi to participate at the National Level Inspire Awards Exhibition organized by the Department of Science and Technology, Government of India, Tuki congratulated the students whose science models were selected for the exhibition after winning successfully in the state level.

He observed that proper scientific temperament is the hallmark of a progressive society.

“In the 21st century you should concentrate in your studies to increase your knowledge, ideas and learning to stay in pace with the rest of the world,” he advised the budding scientists.

Interacting with the students, the Chief Minister further added that the world has become a global village due to the advances made by modern science and therefore the present times have opened up a window of unlimited possibilities for the students.

Secretary Planning Sonam Chombay and Political Secretary to CM Bamang Tago were also present in the interaction.

We must convince PM to take up Visa issue with China: Rijiju

ITANAGAR, Oct 12: Visa controversy cannot be solved between State Govt and Archery Association. It is China's policy to issue stapled Visa to the people from Arunachal and the issue can be resolved at the summit level talks between two head of the govts of India and China or through diplomatic level negotiation,” said former Member of Parliament and Archery Association of India Vice President Kiren Rijiju today.

Saying that the CM blamed Archery Association which is not a Govt body, Rijiju further said “the stapled visa issue is emotional to all of us as it relates to our status and identity. We should not be divided on this issue at all.”

Pointing out that India has been avoiding stapled visa issue with China at all levels of talks in recent times,” Rijiju strongly advocated that Prime Minister must be persuaded to raise this issue with his Chinese counterpart.

The former MP and AAI vice president was reacting to the remarks of the chief minister Nabam Tuki. Tuki yesterday said “the Archery Association of India (AAI) should have taken earlier precautions to ensure that regular visas were granted to the two Arunachalee players. He said the State Government was not informed in advance about the grant of stapled visas which could have been avoided if the AAI and the state association had been alert about such a possibility.”

However, the AAI vice president said “the Advisers and officials of the Chief Minister's Office should have briefed the Chief Minister properly on serious matters like Foreign Policy and Visa policy of another country before making press statement. It is good that the CM met the two young Archers from Arunachal Pradesh at Delhi Arunachal Bhavan. I'm sure Nabam Tuki will not make demeaning statement without wrong guidance.” Rijiju further said that he has been silently doing his best for Archers from Arunachal Pradesh and North East as a whole to get best of training and best possible opportunity to play for India. Recently these two young Arunachalees brought laurels for India from Mongolia, he added.

The AAI vice president further said that last National Indian Round Archery Championship held at Naharlagun was conducted purely through Archery Association of Arunachal's self managed resources and State Govt didn't contribute a penny despite request. Even Archery Association of Arunachal has submitted a proposal to state Govt to support Compound Round National Championship at Itanagar but the file is pending with State Govt for more than two years now!, he claimed.

Counselling prog for civil service aspirants

ITANAGAR, Oct 12: An interaction cum counselling programme for civil service aspirants of Yachuli Assembly Constituency, who have cleared their APPSCCE Prelims-2013 at Science Centre, Indira Gandhi Park was organized here today.

Attending the programme, MLA cum Parliamentary Secretary (Agriculture) Likha Saaya appreciated the hard work of all the 18 aspirants from the Ziro-II area and awarded them with cash incentives as a token of encouragement. He advised them to work hard to achieve their ultimate goal of clearing the Main Examination.

The MLA, however, expressed disappointment over the uninspiring turnout of participants saying “unlike political gatherings, attendance is always low at such educational gatherings. I was expecting more participants along with their guardians in today’s programme.”

Director of Higher and Technical Education Dr Joram Begi encouraged the candidates to study hard and gather as much information as possible from all sources to prepare themselves for the Main examination. Under Secretary (Education) Likha Teji, Circle Officer Itanagar Bengia Yakar and Circle Officer Doimukh Dr Dana Una also shared their experiences as resource persons on how they had prepared for the examinations. All of them collectively opined that there was no short-cut to success. They advised them to keep their minds cool and focus only on their goal to achieve success.

State Judo team announced

ITANAGAR, Oct 12: Arunachal Judo Association (AJA) has selected 25 judokas for the National Youth and Junior Judo Championships-2013-14 for Boys & Girls to be held at Harivans Tana Bhagat Indoor Stadium, Ranchi, Jharkhand from November 10 to 14. The selected judokas will undergo training at Multipurpose Indoor Hall of Sangay Lhaden Sports Academy (SLSA), Chimpu here from tomorrow as a preparation for the forthcoming championship. Coach Yum Pangkhu will impart training while Tagru Magong will be the team Manager during the coaching camp, according to an AJA release.

Forest offices running without infrastructure, vehicle

RUKSIN, Oct 12: The Forest Range (Territorial) office at Nari ADC headquarters and forest beat offices at New Seren, Telam, Dekapam and Depi are running without office building, inspection vehicles and other necessary infrastructure for years, which is creating immense problem for the officers and staff in discharging their duties.

According to the local people, illegal activities like poaching, fishing, and indiscriminate collection of timber and other forest wealth are going on unabated in the forest areas under Nari RO for the last some months. The locals alleged that the illicit traders and hunter are having a field day in Nari-Seren and Ramle Banggo areas, but the divisional forest office at Pasighat is quite silent over the issue.

Report from Nari-Koyu reveals that illegal intrusion in the forest areas, collection of timber and other forest wealth area going on unabated, which is creating concern among the PRI members of Nari-Seren and Ramle Banggo area. According to them, the forest officers are failing to check the illegal activities as the department has no men and machinery to mitigate the situation.

The public leaders of Kora circle during December last year moved East Siang Deputy Commissioner and the local MLA to impose ban on collection of forest resources and hunting in the forest area falling under Nari-Koyu constituency. They also urged the authority to take step for seizure of guns, which are used in poaching of wild lives, but their plea had failed to yield any positive outcome.

Recently, Nari-Seren ZPM, Kenyom Dabii, in a memorandum submitted to the state’s Principal Chief Conservator of Forest(PCCF) urged him to facilitate the forest department officials with manpower and inspection vehicles in order to check the illegal activities reigning in the reserve forest. He also demanded construction of office building and staff quarters at Range office at Nari HQ and other four Forest Beat Offices.
